IRS identity verification failed? Follow these steps for ID.me problems, IRS verification letters, phone and in-person options, transcript codes, and Taxpayer Advocate help.
There are two related but different problems. The first is an ID.me verification failure when you are trying to create or access an IRS Online Account. The second is an IRS tax-return verification notice, such as CP5071 or Letter 5071C, asking you to confirm that you filed a return.
The solution depends on which screen, notice, or letter you received. ID.me handles identity proofing for access to IRS online services, but it does not resolve refund delays, transcript codes, tax-return processing, or payment questions. Those issues belong with the IRS.
If your IRS notice says to verify your return online, use the IRS Identity and Tax Return Verification Service rather than starting from a general search result.
Have the notice with you before you begin. The IRS says taxpayers who filed a return should also have the original or amended Form 1040-series return for the year shown on the notice. Your tax software or preparer may have a copy.
If you did not file the return mentioned in the notice, use the same service to tell the IRS. Do not submit Form 14039 unless the IRS specifically tells you to do so.
Gather the information that commonly causes verification attempts to fail:
Check that the name and address you enter match the documents. A recent move, marriage, divorce, name change, temporary license, expired ID, or ITIN instead of an SSN can require additional documents or a different verification method.
Use a well-lit space and photograph the entire document, including both sides of a driver’s license or state ID. Avoid glare, shadows, cropped edges, screenshots, and images that are out of focus. Do not email your Social Security card, tax return, or ID to anyone who contacts you unexpectedly.
After an unsuccessful self-service attempt, ID.me may offer a short or extended video call with a trained Video Chat Agent, also called a Trusted Referee. This option is useful when the automated process cannot read your document, your phone does not support the self-service process, or your information needs additional review.
An extended video call generally requires original physical documents. ID.me says you may need either two primary documents or one primary document and one secondary document. A driver’s license, passport, or state-issued photo ID may qualify as a primary document; a Social Security card, utility bill, or vehicle registration may qualify as a secondary document, depending on the specific verification flow.
Do not assume that a photo or photocopy will be accepted during the call. Have the original documents beside you and follow the list shown in your ID.me account.
Get help with IRS ID.me verificationIf ID.me says it cannot read your document, retake the photo in bright, even light. Place the document on a flat surface, keep all four corners visible, and clean the camera lens. If the document is expired, temporary, damaged, or recently replaced, select another eligible document if the service allows it.
If your legal name changed, use the additional documentation requested by ID.me. If your address changed, make sure the address you enter is current and that any supporting document is recent enough for the requirements displayed on screen.
Do not repeatedly create new ID.me accounts to bypass a failed attempt. That can make the account history harder to resolve. Use the existing account and submit a support request if the available verification paths do not work.
ID.me can help with identity verification, account sign-in, and document-upload problems. It cannot explain IRS transcript codes, release a refund, correct a tax return, or remove an IRS processing hold. Once ID.me confirms that your identity wallet is verified, direct tax-account questions to the IRS.
The letter number matters more than the fact that online verification failed. Use this quick guide:
| Notice or letter | Typical route | What to do if the first route fails |
|---|---|---|
| CP5071 or Letter 5071C | Online return verification, with a phone option described in the notice | Follow the notice’s phone instructions or contact the IRS Taxpayer Protection Program using the number provided by the IRS |
| Letter 4883C | Usually a phone verification process | Call the number printed in the letter with your return and supporting documents ready |
| Letter 5447C | Online or phone options for taxpayers with a foreign address | Use the international instructions in the letter; taxpayers outside the United States may need the international IRS number |
| Letter 5747C | In-person verification at a Taxpayer Assistance Center | Schedule the appointment and bring the required original identification documents and tax-return information |
If you lost the notice, check your IRS Online Account for available information or call the IRS Taxpayer Protection Program at 800-830-5084. Taxpayers outside the United States can call 267-941-1000. The letter number and the required documents are important, so do not guess which process applies.
A missing letter does not automatically mean you should file an identity-theft affidavit. First recover the letter information or contact the IRS using an official number.
If your notice directs you to a Taxpayer Assistance Center, or the IRS tells you that in-person authentication is required, schedule an appointment before visiting. IRS offices generally do not accept walk-ins for this service.
Bring a current government-issued photo ID, a second original identification document, and a copy of the tax return for the year in question if you filed one. A driver’s license, state ID, passport, Social Security card, or other accepted document may be appropriate, but the exact requirements can vary by service and notice.
Use the IRS office locator to find a Taxpayer Assistance Center, review the services offered, and follow the appointment instructions.
Find an IRS Taxpayer Assistance CenterFor general IRS assistance, call 800-829-1040 from the United States. The IRS lists regular individual assistance hours as 7 a.m. to 7 p.m. local time. If you are calling from Canada or another country about a U.S. tax matter, use the IRS international assistance instructions instead of assuming the domestic number will work.
Contact the IRS for individual tax assistanceIf you regain access to your IRS account, review your account transcript for updates. Code 570 generally indicates that additional account action or a processing delay is present. Code 971 commonly indicates that a notice was issued.
Access IRS tax records and transcriptsNeither code, by itself, proves that your identity verification failed or tells you exactly when a refund will be released. Read the transaction dates and notice descriptions together, then compare them with the letter or message you received.
After you successfully verify a return through the IRS service, the IRS says to allow two to three weeks before checking refund information and that processing can take up to nine weeks after verification. Those are general IRS time frames, not a guarantee for every return.
Keep a simple record of the notice date, every verification attempt, confirmation number, phone call, and promised response date. Save copies of your return and correspondence, but do not send original documents unless the IRS specifically requests them.
The Taxpayer Advocate Service is not a replacement for the normal verification process. It may be able to help when an IRS action or delay is causing financial hardship, when the IRS has not resolved the issue after more than 30 days or by a promised date, or when an IRS system or procedure is not working as intended.
Examples of stronger reasons to seek TAS help include being unable to pay rent, food, utilities, or transportation because a refund is delayed, facing serious financial damage, or receiving repeated notices without a meaningful resolution. TAS makes the final decision on whether it can accept a case.
Check whether the Taxpayer Advocate Service may helpIf you have a tax dispute and cannot afford professional representation, a Low Income Taxpayer Clinic may also provide free or low-cost assistance. Clinic eligibility and services vary.
The IRS and ID.me will not ask you to send sensitive information through an unsolicited text, email, or social-media message. Start from IRS.gov or the official ID.me Help Center, and be suspicious of anyone promising to unlock your account for a fee.
Once you regain access, consider requesting an IRS Identity Protection PIN. An IP PIN helps prevent someone else from filing a federal tax return using your SSN or ITIN. It does not replace the identity-verification steps for a notice already issued, but it can help protect future filings.
Get an IRS Identity Protection PINA. You may be able to request some tax records by mail, but online transcript access generally requires an IRS Online Account verified through ID.me. If you cannot complete ID.me, use the available video-call or support options, or request a transcript through the IRS method that does not require online account access.
A. Check your IRS Online Account for available notices and contact the IRS Taxpayer Protection Program using the official number or instructions for your situation. Do not guess your letter type or use a verification service intended for a different notice.
A. No. ID.me verifies access to an online service. If the IRS also asked you to verify your tax return, you must complete the IRS return-verification process separately. Processing can continue only after the IRS receives and accepts the required response.
A. No. TAS accepts cases under specific criteria, including financial hardship, serious IRS system problems, unresolved delays, or an IRS failure to respond as promised. A routine delay without hardship may not qualify.
