The Impact Assessment Agency lists November 9, 2026 deadlines for two participant funding opportunities. See who qualifies, eligible expenses, required documents, and how to apply.

The Impact Assessment Agency of Canada has listed November 9, 2026, as the application deadline for two participant funding opportunities. This isn’t one general funding deadline for every project in Canada. It applies to specific assessment opportunities listed by the Agency.
| Assessment | Location or scope | Funding stage | Deadline |
|---|---|---|---|
| Berg Copper Project | British Columbia | Planning Phase | November 9, 2026 |
| Regional Assessment of the St. Lawrence River Area | Quebec | Conduct Phase | November 9, 2026 |
The two forms are different because the assessments are at different stages. The Berg Copper application is for early planning work, while the St. Lawrence River application supports participation during the conduct phase of a regional assessment.
As of October 19, 2026, the deadline is 21 days away. Treat the date as the latest safe submission date, not as a reason to wait until the final afternoon. The Agency says it isn’t responsible for applications that are misdirected or delayed.

Start by confirming that your application relates to one of the two opportunities listed above. An application for a different project, or an application using the wrong phase form, may not be considered under this deadline.
For the Berg Copper Project, use the official Planning Phase application form. For the Regional Assessment of the St. Lawrence River Area, use the official Conduct Phase application form.

The Participant Funding Program may accept applications from individuals, non-profit organizations, and Indigenous communities and organizations that want to participate in an assessment.
Eligibility isn’t automatic. Applicants must explain how their participation would add value to the assessment and provide relevant knowledge or expertise. The Agency identifies several factors that may support eligibility:
Municipal and provincial governments generally aren’t eligible recipients, although Indigenous governments are treated differently under the program. A person or group that doesn’t receive funding may still participate in the assessment process.
The Agency provides limited funding for approved participation activities. The exact amount depends on the assessment, the proposed work, available program funding, and the strength of the application. Approval isn’t guaranteed, and the Agency may approve less than requested.
Common eligible expense categories include:
Costs must directly support activities included in the approved work plan. The program generally doesn’t cover capital expenses, construction, lost income, building renovations, unrelated ongoing operations, unspecified miscellaneous costs, or activities already funded elsewhere.
There’s also a stacking limit. Combined government funding for the same eligible participation costs can’t exceed 100% of those costs. If your organization has other public funding, disclose it rather than assuming the sources can be combined without adjustment.
A strong application makes it easy for the Agency to understand who you are, why your participation matters, what you plan to do, and how much the work will cost.
Prepare the following information:
Keep the budget tied to actual participation tasks. A short explanation of why each major expense is needed is more useful than a large round-number request with no supporting detail.
Complete the form for the correct assessment and phase, attach the supporting documents, and send the package to the Agency’s Funding Programs team by email at fp-paf@iaac-aeic.gc.ca before November 9, 2026.
The Agency’s instructions say that only completed applications received by the deadline will be considered. Before sending, check that the form is signed where required, attachments open correctly, and the subject line identifies the assessment and applicant.
View the official participant funding instructions before submittingSave a copy of the exact email and attachments you submitted. If the files are large, confirm that the Agency can access them and keep any delivery or receipt confirmation. Don’t assume that sending a message close to midnight guarantees it will be treated as on time.
The Agency reviews applications based on factors such as eligibility, the value of the proposed participation, the complexity of the work, the assessment’s needs, available funding, and the program’s funding limits.
The Agency says applicants are generally contacted about funding decisions one to two months after the application deadline. The national guidelines describe a service standard of 45 business days between the deadline and a funding decision for contribution applications, although individual timelines can vary.
If approved, you’ll need to sign a grant or contribution agreement. Read that agreement carefully because it identifies the approved activities, eligible costs, payment conditions, effective dates, and reporting responsibilities.
For contribution agreements, expenses usually aren’t reimbursable until the agreement has been signed by both the recipient and the Agency, unless the agreement says otherwise. Keep invoices, receipts, travel records, and other financial documentation throughout the participation activity.
The safest next step is to open the correct assessment-specific form now, compare it with the Registry notice, and prepare a complete package several business days before November 9, 2026. Questions about eligibility, the form, or submission should go directly to the Funding Programs team at fp-paf@iaac-aeic.gc.ca or 1-866-582-1884.
