Canadian nonprofit staff preparing a Disability Benefits Navigation funding application

Canada Disability Benefits Navigation Funding: What Organizations Need Before the October 8, 2026 Deadline

Canadian nonprofits can apply for up to $1 million through the Disability Benefits Navigation Program by October 8, 2026. Here’s what to prepare.

  • Eligible Canadian not-for-profit organizations must submit one complete application through GCOS by October 8, 2026, at 3:00 p.m. Eastern Daylight Time.
  • Applicants need an established disability benefits navigation service or relevant experience, a CRA business number, proof of operations, and a completed Budget Detail Template.
  • Organizations in Alberta or Quebec may need provincial approval before signing a federal funding agreement, so account setup and document preparation should start early.

What the Disability Benefits Navigation funding opportunity offers

The Government of Canada’s Disability Benefits Navigation Program is accepting applications from eligible Canadian organizations between August 19, 2026, and October 8, 2026, at 3:00 p.m. Eastern Daylight Time. The program is designed to help people with disabilities and their families access benefits such as the Disability Tax Credit, the Canada Disability Benefit, and other federal, provincial, and territorial supports.

Selected organizations can request up to $1 million over two years, with a maximum of $500,000 per year. Projects must end no later than March 31, 2029, and successful projects cannot begin until the organization and Employment and Social Development Canada have signed a funding agreement.

The application is open now, but the deadline is firm. GCOS is scheduled to stop accepting applications after 3:00 p.m. EDT on October 8, 2026.

Who can apply

This opportunity is limited to not-for-profit organizations that are located and operating in Canada. An applicant must have an established disability benefits navigation service or relevant experience and expertise in benefits navigation activities. Every organization must also have a Canada Revenue Agency business number.

For-profit organizations, individuals, and provincial or territorial governments are not eligible. Previous funding under the 2024 Disability Benefits Navigation call does not guarantee funding in this round.

Only one application may be submitted per organization. If more than one version is sent, ESDC will review only the last application received before the deadline. That makes it especially important to submit a polished final version rather than sending an early draft and trying to replace it later.

What the proposed project must include

The program is intended to expand or improve an existing navigation service, not create a brand-new service from scratch. Funded applications must focus on three mandatory areas:

  • Individualized support: free, accessible, one-on-one navigation delivered virtually or in person, especially for people with complex needs or intersecting barriers.
  • Community partnerships: referral networks and information sharing with organizations that can help reach underserved people.
  • Community of Practice: participation in a monthly collaboration and information-sharing group with other funded organizations.

Outreach sessions, workshops, webinars, pop-up information booths, newsletters, and awareness campaigns may support the work. However, research projects, general organizational operations, centralized online portals, and start-up activities are not the intended focus of this call.

What to prepare before opening the application

ESDC requires more than a completed online form. Gather the following before you begin:

  • Your organization’s CRA business number.
  • A CRA or provincial government document proving that the organization has been operating within the last two years. A screenshot of a recently created CRA business number may be accepted.
  • The completed Budget Detail Template, uploaded as “Additional budget information.”
  • Clear descriptions of the service gap or unmet need your project will address.
  • A practical activity plan showing how the project will deliver individualized navigation, partnerships, and Community of Practice participation.
  • Expected results, outputs, measurement indicators, and data-collection methods.
  • Details about supporting partners, including each partner’s role and expertise. Partnership letters are not required.

The application has organization, project, funding, program-specific, and attestation sections. Existing GCOS users may see some information pre-filled, but ESDC recommends checking every field because outdated organizational information can create avoidable problems.

GCOS account requirements and registration

Applications must be submitted through the federal Grants and Contributions Online Services portal. GCOS lets organizations submit applications, upload documents, track status, sign agreements, and manage funded projects.

If your organization does not already have a GCOS account, start the registration process as soon as possible. Registration requires an online banking sign-in partner or GCKey, an active email address, your organization’s CRA business number and legal details, and a way to validate your relationship with the organization. That validation can involve a personal CRA My Account or an in-person Service Canada visit.

You may begin an application once your GCOS profile is created, but the account must be finalized after submission to become fully registered. Waiting until deadline week leaves little room for identity checks, email authentication, or technical support.

How to submit the application

  1. Confirm that your organization meets the Canadian not-for-profit, CRA business number, and existing-service or relevant-experience requirements.
  2. Review the eligibility and program-specific questions before drafting answers in GCOS.
  3. Complete the organization, project, funding, program-specific, and attestation sections.
  4. Complete the Budget Detail Template and save it in the required format.
  5. Upload the budget file, proof of operations, and any other required supporting documents.
  6. Check that every section is complete and that the attestation has been accepted.
  7. Submit one final application through GCOS before October 8, 2026, at 3:00 p.m. EDT.
  8. Save the immediate acknowledgment and tracking number after submission.

ESDC will not click links inside your application to find information that should have been written in the form. Put the relevant details directly into the appropriate sections rather than directing assessors to your website or another document.

Important Alberta and Quebec considerations

Organizations located and operating in Alberta or Quebec may face an additional step if their application is selected. Before accepting funding or signing an agreement with ESDC, they may need approval from their provincial government.

Alberta applicants should review the Provincial Priorities Act, sometimes referred to as Bill 18. Quebec applicants should review the Act respecting the Ministère du Conseil exécutif, commonly known as M-30. ESDC may allow reasonable time to obtain authorization, but failure to secure it could mean the project is not funded even if the application meets the federal program criteria.

What happens after submission

GCOS should provide an acknowledgment and tracking number immediately after submission. ESDC may contact an applicant for missing mandatory administrative information before deciding whether the application is eligible. If that happens, the organization generally has five business days from the request date to respond. Missing that response deadline could lead to rejection.

Funding decisions are expected in March 2027. Applying does not guarantee funding because available money is limited, and the department says decisions are final with no appeal process. If approved, the organization must wait for the funding agreement to be signed before beginning project activities or spending money. Expenses incurred before the agreement is signed will not be reimbursed.
