Learn who can apply for Team Canada Strong Youth Placements funding, how much organizations can request, what to prepare, and how to submit an EOI before October 23, 2026.

Team Canada Strong Youth Placements is a new Employment and Social Development Canada contribution-funding opportunity for organizations that can connect young people with paid, entry-level work in construction and skilled trades. The goal is to help participants build practical skills, learn about trades careers, develop professional networks, and move toward apprenticeship pathways.
The current Expression of Interest window is open from September 17, 2026, until October 23, 2026, at 7:00 p.m. Eastern Daylight Time. This is an organizational funding opportunity, not a direct application for individual youth.
Selected projects will create placements of up to four months. The broader program also includes supports that may help participants overcome barriers, such as transportation assistance, childcare, mental-health supports, accessibility measures, or other participation-related needs.
Funding snapshot:
| Item | Confirmed detail |
|---|---|
| Eligible project length | Up to 24 months |
| Maximum request | Up to $15 million per year, to a maximum of $30 million over two years |
| Placement length | Up to four months, with a minimum of 420 hours over a 12- to 16-week period |
| Minimum placement pay | At least $20 per hour or the applicable provincial or territorial minimum wage, whichever is higher |
| Expected scale | Approximately 10 organizations are expected to receive funding through this process |
These figures describe the program framework. They do not guarantee that an applicant will receive the maximum amount or that every proposed activity will be approved.

The applicant must be an organization capable of delivering a large, multi-partner youth employment project in Canada. Eligible applicant types include:
Organizations must also show more than a general interest in youth employment. The Expression of Interest assessment focuses on whether the applicant has the capacity to recruit participants, match them with employers, work with the construction and trades sectors, and coordinate partnerships across different types of organizations.
Applicants should be prepared to demonstrate all three of these capabilities:
All project activities must take place in Canada. The program is designed to support placements in urban, rural, remote, northern, and fly-in communities, as well as areas near major projects or regions with demonstrated skilled-trades labour needs.
The youth participants must generally be between 15 and 30 years old. They must be Canadian citizens, permanent residents, or people who have been granted refugee protection in Canada. Participants must also be legally entitled to work in Canada under the applicable provincial or territorial rules.
The program specifically recognizes that some young people face additional barriers when entering the labour market. Priority may be given to projects that can support groups such as Indigenous youth, Black and racialized youth, 2SLGBTQI+ youth, youth with disabilities, young women and gender-diverse youth entering traditionally male-dominated fields, and youth living in rural, remote, northern, or fly-in communities.
A strong proposal should explain not only how participants will be recruited, but also how the project will provide safe, inclusive, and useful work experiences. That may include accommodations, mentoring, skills development, employer preparation, and connections to apprenticeship opportunities after the placement ends.
The initial process is shorter than a full funding application, but incomplete information can still create problems. Before sending anything, assemble the following:
The official preparation page asks for a brief description of the organization’s construction and trades networks, training and employment pathways, apprenticeship systems, and occupational health and safety knowledge. That description is limited to 250 words, so it should be specific rather than padded with general organizational history.
Review the official Team Canada Strong Youth Placements preparation pageThe current Expression of Interest is submitted by email rather than through a public online application portal. Send one Expression of Interest to the official Employment and Social Development Canada address listed in the funding instructions, and include all mandatory information in the message or attached materials.
Organizations that need accessibility or disability-related assistance should contact the program team by 3:00 p.m. Eastern Daylight Time on October 23, 2026. General enquiries are also expected to be answered during the intake period, up to 3:00 p.m. Eastern Daylight Time on the deadline date.
ESDC expects to notify organizations about their Expression of Interest results by the end of November 2026. Organizations selected through the EOI process are expected to be invited to submit a full application by mid-December 2026.
An invitation to submit a full application does not guarantee funding. Funding decisions for invited organizations that complete the next stage are expected in April 2027, and available funding is limited.
If the Expression of Interest is incomplete, ESDC says the organization may be contacted and given five business days to provide missing information. If the missing material is not supplied within that period, the submission may be rejected.
Organizations should not begin project activities until funding has been approved and a funding agreement has been signed. The EOI decision is final, with no appeal process described in the official instructions.
This intake is for organizations that will design and deliver placements. Individual youth are not applying for the contribution funding directly. Youth opportunities are expected to become available through funded delivery organizations later in the program process.
The project needs a clear construction and trades focus. A proposal that does not explain the relevant occupations, employer network, safety practices, apprenticeship connections, and placement model may be a weak fit even if the organization has strong general employment experience.
The stated expectation of supporting at least 500 youth placements annually is significant. Applicants should explain how their staff, partners, employer network, intake process, and participant supports could operate at that scale rather than simply listing a large funding request.
Because the submission is made by email, applicants should leave time to check attachments, confirm the correct recipient, and resolve any questions before the deadline. The safest next step is to review the official preparation page now, build a short internal checklist, and send the EOI well before October 23, 2026.
